CHIEF ENGINEERThe Chief Engineer is responsible for a wide variety of tasks. This person is charged with effective daily leadership and administration of the engineering department and team with the objectives of safely and effectively operating machinery and systems and quickly and professionally responding to the needs of the tenants and the General Manager. The Chief Engineer is also responsible for protecting and improving the value of the owner's asset and ensuring that the building is well maintained and attractive and machinery and systems are operational and meet or exceed their rated life. Specifically, the Chief Engineer is responsible for the following areas.Department AdministrationOrganize and manage all administrative functions related to the engineering department. This includes but is not limited to: Assists in the preparation of expense and capital budgets in accordance with client's cost justification guidelines. Administers expenses and capital projects so as to be within budget. Compliance with all local codes and regulations Productivity tracking on activities, routines and repair projects Upward reporting on budgets, CMMS, energy accounting, and productivity Review of tenant buildout plans, pre-occupancy inspection Coordinate with construction manager Team trainingDepartment LeadershipSupervise and organize all staff activities either directly or through effective delegation to subordinates. Included are activities such as: Directly supervise the operating engineers including planning, assigning and directing work Carries out supervisory responsibilities in accordance with the policies enumerated with JLL and applicable laws Participate in interviewing, and the selection of operating engineers and other employees as applicable Participate in the performance appraisal and goal setting for operating engineers Recommend rewards and disciplinary action of operating engineers. Addressing complaints and resolving problems. Communicate performance concerns to General Manager. Developing and motivating the team including instilling a sense of pride and a high level of customer service in team members Implementing hazard control and team safety practicesSystems and StandardsFully implement all standard operating systems and practices, including the following: Maintains responsibility for tenant services, preventative maintenance, purchasing and inventory control, contracted maintenance, general maintenance, and technical proficiency of the engineering team Development, set up and implementation of a comprehensive preventive maintenance system using Building Engines software system Schedules preventative maintenance with a minimum disruption of building services Analyzes preventative maintenance log data in order to formulate more efficient and responsive operating procedures Employs and maintains JLL standards, policies and best practices as they relate to the engineering services and contractor relations Maintains responsibility for completing the JLL Occupational Compliance Program at the agreed upon performance level for the property Assists General Manager in establishing training goals for each engineering team member and ensures completion of required trainingProfessional InteractionRecognize the authority of the General Manager and objectives of the client. Conduct all activities in a businesslike, competent and professional manner. This includes: Interacting with contractors, vendors, and consultants in an unbiased, objective, and ethical manner Interacting positively, cooperatively and professionally with all team members to foster a trusting and respectful work environment, resulting in a high quality, accurate and timely work product Complying with all policies and procedures established by JLL for the property Responds to the needs of the tenants, the General Manager, the leasing and the property team in a prompt and professional manner Treating all fellow employees, tenants, industry partners, and property visitors in a fair, consistent, legal and professional manner, preventing discrimination against any and all individuals Not discussing or sharing sensitive or proprietary information with inappropriate individuals Treating all grievances and complaints with the utmost sensitivity and care, resolving each with minimum disruption to the property team or building operations Regularly informs General Manager, and Regional Chief Engineer of any conditions affecting building services and tenant comfort or safety Following progressive disciplinary practices for unproductive staff Acknowledging termination must be approved by the General Manager, Regional Manager and Human Resources Manage. Actively participates in initiatives as directed by General Manager and/or Client Identifying key industry resources, which can aid the operation or contribute to enhancements.Tenant Services Performs and / or directs the performance of all tenant service requests Communicates with the team members to establish tenant service request work priorities Insures that work performed in tenant space is accomplished with a minimum of disruption and adequate cleanup is performed Follows up with tenants in a timely manner on repeat issues/concerns Conducts periodic reviews of tenant service request summaries with General Manager to pinpoint and correct recurrent operational problemsInventory/Purchasing Assures the availability of an adequate operating inventory of tools and supplies. Develops sources for stock materials such as water treatment chemicals, filters, ceiling tiles, paint, electrical, and plumbing supplies Assists in the evaluation of suppliers on regular basis with regard to quality and competitive pricing Prepares and submits purchase order requests to General Manager Verifies accuracy of deliveries for count, pricing, and description Establishes and maintains a building tool and equipment inventory Assists in the creation of purchasing specifications and bid packagesMonitoring Monitors the quality and pricing of maintenance work performed by outside contractors. Assures the timely performance of maintenance contract work on elevators, fire alarm systems, HVAC equipment and control systems etc. Oversees the fulfillment of equipment warranty obligations by the original installer. Secures electronic equipment manuals and as-built drawings from contractors. Identifies equipment which may require replacement or reconditioning resulting in the need for client's capital.Additional Duties and Responsibilities Assures accurate time records of Chief and Operating Engineers and submits to General Manager in advance of payroll processing deadlines. Tracks and justifies overtime worked by Chief and Operating Engineers, assuring that costs are well within budget parameters. Assist Team Members in the development and implementation of emergency response procedures and technical training programs including the Hazard Communication Program and Team Safety Program. Cooperates with police, fire and civil defense authorities with regard to emergencies at the building. Actively participates in the preparation and implementation of fire drills and emergency response training. Helps General Manager devises fire protection programs, and helps trains property team to carry out established procedures Assists General Manager and Construction Manager in coordination of tenant construction and capital improvements. Reviews project blueprints and specifications with the intent of identifying technical and design issues and possible solutions such as redesign or substitution of material or parts. Assists contractors with building access and addresses complaints about excessive noise, odors, disorderly conduct or misuse of property Ensures that the engineering team follows the property accounting procedures including proper use of the property purchase cards, accurate completion of purchase orders, and the use of three competitive bids for all projects exceeding client's guidelines Assures proper recording and timely submission of tenant billable details including electric submetering, tenant service work and tenant repairs. Assist General Manager to establish maintenance bill rates and mark-ups for materials and work performed by third parties Participates and fosters commitment to the JLL Tenant Satisfaction program as it relates to the engineering team. Uses this program to instill a sense of pride and tenant service in Team Members Establishes, implements and communicates engineer-on-call program. Assist General Manager in developing and updating contractor rules and safety regulations, tenant move in-out procedures and building rules as requested.Qualifications Two-year technical degree in HVAC or related field Seven to ten years of JLL engineering experience or equivalent industry experience Three to five years supervisory experience or experience as an Assistant Chief Engineer Must possess a thorough knowledge of building HVAC, electrical, plumbing, automation, and life safety/fire protection systems Must have a thorough understanding of all building related codes and standards Must be able to professionally interact with tenants and contractors. The ability to read and understand drawings, specifications, and various measuring and testing devices Working knowledge or the capability of developing proficient knowledge of Microsoft Word, Microsoft Excel, Outlook and any other applicable software packages Ability to work flexible hours which may exceed 8 hours in a day, 5 days a week or 40 hours in a week. On-call 24 hours a day, 7 days a week, 365 days per year.
