Position Overview
The ROM Senior Programmer provides technical and data analytic support, and
development of the Results Oriented Management (ROM) web-based management reporting system software for child welfare and related social
service programs. The person in this position works under the general supervision of the ROM Associate Director, and in collaboration with
the primary IT vendor for the project. The Senior Programmer is expected to work with minimal supervision and within a standards-based
collaborative team environment.

The Results Oriented Management (ROM) project is an innovative data reporting and analytic data
model primarily for child welfare and/or other associated currently. As part of the Center for Children and Families at the University of
Kansas School of Social Welfare ROM is being used in 12 states. ROM uses data mapped from member agency databases to create a longitudinal
dataset and calculates key outcomes/practice indicators/counts for reporting and analytic purposes. Reports provide actionable data that
supports: social work practice at all organizational levels, quality improvement initiatives, policy or program development, public
reporting efforts, and in-depth research.

Job Description
  • 25% ROM Site Support - Maintain ongoing
    contact and establishes valuable relationships with assigned ROM sites partners. Acts as liaison between customers and the internal ROM team
    (staff and vendor) to influence and provide direction toward meeting larger project and site specific objectives. Establish a schedule of
    meetings with the ROM site (e.g. state or county) in accordance with the needs and work activity of the site (e.g. amount of custom work
    being undertaken, new site administrator). Troubleshoots ROM software problems with client sites to solve identified problems. Explore new
    ideas to meet site needs and develop scope of work narrative and funding requirements for larger expansions as needed by ROM sites. Provide
    training and technical assistance over email/phone/Skype as needed. Advise site administrators on customizing their ROM instance to meet
    specific reporting needs for their ROM instance (e.g. data parameters, chart types, drilldowns/filters/crosstabs; menu; site settings, etc.)
    by using administrative tools or undertaking work to meet site specific needs.
  • 20% Report Development - Develop SQL Server code to
    create new reports or modify existing reports for assigned ROM sites or the core ROM reporting system. Develop specifications and level of
    effort estimates for report development and obtain stakeholder approval. Test code and secures client site User Acceptance Testing. Work
    with the ROM development team including application developers, quality assurance testers, and fix code to address any issues identified.
    Follow internal software development protocols to manage the development process. Continually seek methods for automation, efficiency and
    security conscious development.
  • 20% Project Management - Serve as the ROM project lead person for multiple ROM sites. Manage short
    and long term project priorities for each site, and document action items, timelines, major decisions made (e.g. emails or shared documents)
    after each meeting as appropriate. Establish project tasks/objectives with site administrators, and track the status and completion of such
    tasks in the project management system. Provide good communication to assigned project sites on progress being made on meeting identified
    objectives. Continually assess each site's reporting needs and consult with them on meeting those needs. Identify and propose site specific
    customizations or project expansions.
  • 10% Data Mapping - Write SQL Server code that imports and maps client agency data to the ROM
    Base Working Tables (BWT) data standards. Work with client agency staff to fully understand the logic required for mapping to the ROM BWT
    standard, and establish custom fields for meeting the site's reporting needs. Undertake both initial installation of new ROM sites, and
    modify mapping as required for correcting errors and creating custom reports.
  • 10% Major Development Projects - Lead or contribute
    to major development and expansion initiatives identified by the ROM client base and project leadership for meeting the project's primary
    mission and objectives. Undertake a needs analysis, establish a development process with internal project and site staff, documents input
    from stakeholders, designs reports, and establish data requirements. Work with the ROM team (staff and vendor staff) to estimate level of
    effort and establish objectives within available resources. Collaborates with ROM team to ensure appropriate technical integration with ROM
    applications and compliance with KU policies.
  • 10% Process improvement - Works within a team environment and uses creative problem
    solving to ensure correct, efficient and innovation use of ROM software. Contribute to the technical architecture for meeting client ideas
    and needs and recommend technical changes to the UI or rebuild processes for greater efficiency or meeting project objectives. Uphold
    security standards for protection of sensitive data.
  • 5% ROM Site Instances - Establish and manage client site software
    installations by creating objects in DACPAC and apply them as a software updates. Seek opportunities and implement processes that automate
    and streamline the data exchange from ROM sites. Comply with KU's and client sites' policies on managing sensitive data in a secured
    manner.
Required Qualifications
  • Bachelors Degree and 3 years relevant experience OR High School diploma
    and 5 years relevant experience.
  • Minimum of four (4) years of experience in SQL Server development
  • Minimum of two (2)
    years of relevant experience in child welfare or related social service field.
  • Excellent written and oral communication skills as
    demonstrated by application materials and interview.
  • Good customer service record as demonstrated by application materials,
    interview and references.
  • Minimum of two (2) years of IT program management experience.
Preferred
Qualifications
  • Strong analytic skills in social work or related field of study
  • Experience in a university research
    environment
  • Knowledgeable of federal policy on child welfare data requirements
  • Experience in working in a collaborative
    team of professionals and establishing a collaborative team oriented approach to meeting program objectives
